"Somewhere Over The Rainbow" appears on some set lists before Miracles, but it was not present on the tape. There was a tape flip between Papa John's Down Home Blues and Miracles, which is where the song appears, and perhaps it wasn't recorded. Or, it actually wasn't played. There is a circulating recording from the "Joey Levin & Kevin Schmidt Collections" which is an FOB > MC source that seems to rate a B. This recording is different and sounds better than that.
The outro track is about 15 minutes of social-conscious raising by members of the band and the festival promoters. It'll make you feel like you were there.
Enjoy!
