The reason for the Bootsy material is that this is part of the '96 Reconnection Tour where Bootsy's Rubber Band one by one replaced the normal P-Funkers for a miniset in the middle of the normal 3-hour P-Funk set, so when you get to the Bootsy segment, that actually is Bootsy and it's not filler.
