This is a LONG Out-of-Print album called "An Evening With Wild Man Fischer", originally released as a double vinyl on Bizzare Records in 1968. The album was produced by Frank Zappa. Wild Man Fischer was a street singer on the Sunset Strip until Frank Zappa found him and signed him to his own Bizarre label.
